Environmental problems are too big for individual countries and individual persons to address. In other words, we have reached the stage where the only way to protect the environment is at an international level. To what extent do you agree or disagree with this opinion？

环境问题已经超越了国界，需要国际间大力合作。

国际合作解决环境问题的必要性：1环境问题很严重，严重到单个国家没有能力解决，必须要合作；2污染是大家造成的，所以治理也要大家一起来；3由于缺乏资本和先进的技术，有些国家没有能力处理环境问题。他们需要国际援助。

每个成员国也要各司其职，承担相应的责任：1环境是所有人的，所有人都有责任保护好它；2富国不能拒绝承担更多责任，但是穷国也不能因此推卸任何责任或找缺乏能力的借口。

地球只有一个，每个人都有责任保护她爱护她。

Human society has developed into a stage where environmental problems have gone beyond national borders and become an issue that can be only solved by the cooperation of all the countries in the world.

First, the seriousness of the environmental problems has gone beyond the individual country's ability to solve. The environment has been polluted for hundreds of years by all the people in every country. So it is impossible to ask one country to solve the problem of the whole human society. Second, the environment of the whole globe is a unity and it cannot be treated separately by each country. For example, the air pollution of carbon dioxides in one country will cause the warmth of the whole globe and ultimately affect other countries. Third, due to lacking of capital and advanced technology, some countries are not capable of dealing with the environment problems. They need the international assistance.

But, when we emphasize on the solution at the international level, it is by no means the excuse for individual countries or people to pass the buck to others. Since it is the problem of the whole human society, each member has his own duty. Only when every individual takes up his responsibility can the problem be solved. Further more, there are rich countries and poor countries. It is impossible for each country to take up the same duty for the existence of different national powers. Rich countries should not refuse to make contributions at the excuse that poor countries take less responsibility. And on the other hand, poor countries should not give up the hope to solve the problem at the excuse of lacking the ability.

We have only one earth, only under the efforts of all the countries can we make better of our home. Each member should make his own contribution. (305 words)

有人认为环境问题应该通过国际努力，比如遵照《京都议定书》的内容来解决，有人认为应该由每个国家和每个民众来解决，我比较赞成后者。

一方面，国际努力不能解决所有问题，比如伦敦空气污染最严重，中国水污染反而最严重，所以不能一视同仁，要各自解决各自的问题。

另外，世界多元化而且各国传统和习俗不一样，各国的法律和制度也有不一样的地方，所有成员国很难根据协议达成一致。

最后，只有每个人的环保意识提高了，人们有意识的从身边做起，遵守各种法则提升环境质量。

所以，个人各单个国家在环保中的作用是不可磨灭的，当然国际间的合作也是必须的。

In this day and age, environmental problems are becoming increasingly severe. Some people assert that environmental problems should be solved by international efforts , such as Kyoto, while many others argue that they should be resolved individually by each country’ and person ’s attitude and policy . For my part,I am in favor the latter view.

On the one hand, i t is not feasible to deal with all the environmental problems by international efforts. To begin with, environmental problems vary between different areas. For example , the most serious pollution in London may be air pollution while in china , the most serious problem may be the water pollution. Therefore these two areas should adopt respective solutions.

In addition, traditional practices and customs may be diversified all over the world . This diversity will lead to dissimilarity in laws and policies. As a result, i t is difficulty for all counties to reach an absolute agreement.

Last but no t least, convicing arguments can be made that leaving it to individual national policy may be an effective way to solve the environmental problems. This is especially true since every person improve s her or his environmental awareness and try best to protect the environment . A ll of these individual policies will prevent the situation from deteriorating by focusing on the common goal—the environment.

On the other hand ,there are also some issues needing international paticipation. To illustrate, an effective method to purify polluted water in oceans has not been found. Sea pollution is not only the obeligation of certain country , but every country has a duty to conquer this problem.

From what has been presented above, I can draw the conclusion that the efforts of individual country and person play a crucial role in solving the environmental problems although sometimes it also require international cooperation .
